Ck, it IS a tribute to Marilyn. The song is by the Misfits, a band which takes its name from the last movie she starred in.

While the second verse seems harsh, it's meant as an ironic metaphor for the reality of Marilyn's emotional problems. While she was seen as the embodiment of sex appeal & the most desired woman in Hollywood, she found neither love nor satisfaction. Sex decay... that's a brilliant way to put it.
